I have this problem with my pool. I am unable to bring the free chlorine level up. ph is good and so is all of the rest, I add a lot of chlorine and i get a high total chlorine level but the free chlorine just stays low. what do i do?

Did you just recently open your pool after having it closed over the winter and did not have chlorine in it previously? If so, then it sounds like you've got ammonia in your pool. Get an inexpensive ammonia test kit from a pet/fish/aquarium store. You will need a cumulative Free Chlorine (FC) amount that is 10x the ammonia measurement. So if you measure 3 ppm ammonia, this will take around 30 ppm FC to clear. The chlorine does not need to be added all at once -- it's a cumulative amount.

You could also have a high level of chloramines - after a 0.5ppm difference between free and total chlorine this can cause a problem
Oxidise with a percarbonate product with a good active oxygen content

Have your pool water checked for phosphates. If above 500 parts per billion, apply a phosphate remover sufficient to remove the phospahte level to zero and recheck your free chlorine level the following day.
